Provincial Finance Manager

The objectives of my position as Provincial Finance Manager are as follows: 1. To provide high level management of the DA North West Province’s finances with the ability to understand and interpret financial information. 2. To implement and manage the financial policies of the Party in accordance with the standard operating procedures adopted by the Party. 3. To manage and coordinate the day to day activities of the finance staff to achieve the agreed monthly outcomes. 4. To assess the performance of finance staff on a structured and regular basis. 5. To report effectively with a strong, confident presence with the Provincial Leadership, CFO and Finance Committees on the DA North West Province’s Finances. Associated Duties: • To monitor the internal financial procedures of the North West Province in accordance with the financial policies of the party and the NW Legislature. • To monitor expenditure against the approved provincial budget thereby controlling the allocations within the financial structures of the DA North West Province from the source document. • To compile the monthly variance report as required by the Province and the CFO. • To perform month-end reconciliations of all Balance Sheet accounts and journal data within the deadlines as directed by the CFO. • To check on a monthly basis that all transactions in the General Ledger are accurately processed, have an adequate description and reallocate expenses where necessary. • To assist management in improving weaknesses in the systems of control. • To monitor the expenditure of allowances in respect of the regulations governing the State Allowances of the Party. • To lead and manage the drawing of an annual operating budget for the Province in accordance with the deadlines set out by the CFO. • To effectively divide the annual approved budget between the State Allowances to give effect to reasonable expenditure of such allowances year on year & ensure that each is claimed in respect of the regulations governing the State Allowances of the Party. • To draw up regular short, medium and longer-term cash flow forecasts to ensure proper financial planning. • To liaise and negotiate with creditors to ensure the best financial deal for the DA North West Province. • To ensure that the record of assets is in accordance with the financial policies. • To ensure the Party’s assets are insured in accordance with financial policies. • To manage the key result areas (performance) of the finance staff on a day-to-day basis. This entails checking real time processing to enable accurate monitoring of the finances for the DA North West Province. To ensure separation of duties to improve internal control within the finance department staff.
